What indicates that the bowl spring latch needs to be replaced?

If the bowl rocks on the bowl support, this is caused by a broken bowl spring latch. To repair it, remove the two #10-24 x 1/4" screws holding the latch and place a new latch in position, then screw in the two screws tightly.
