Is it safe to use the pump while people are in the pool?

No — the pump cannot be used while people are inside the pool. The manual also states that access to the pool must be forbidden in case of damage to the sand filter. Additionally, the power source on the wall should be kept more than 4 metres away from the pool, and the plug of the sand filter must be at least 3.5 metres from the pool. (Page 2)
