Can I use any vehicle seat belt to install this car seat?

No, many seat belts are NOT safe to use with infant restraints, even though they can easily be threaded through the infant restraint (page 6). You must use a seat belt designed to restrain an infant restraint or use the LATCH system. Refer to section 4.2 of the manual to identify which vehicle seat belts are safe to use.
